BEMEKO is managed by a Steering Committee of three members elected for a renewable 3-years term. The three members of the new Steering Committee (SC) were elected end of November, through an e-mail voting procedure,  by and among the five current members i.e.: the Scientific Metrology Service of the FPS Economy (represented by Jacques Nicolas), the Electrical Metrology Service at Laborelec (represented by Philip Vergeylen), the Mechatronics Pole at the Université catholique de Louvain (represented by Christian Eugène), the Measurement and Instrumentation Laboratory at the Université de Liège (represented by Philippe Vanderbemden) and the ELEC Department of the Vrije Universiteit Brussel (represented by Leo Van Biesen).

These new members of the SC are Christian Eugène, Leo Van Biesen and Philippe Vanderbemden. Hereafter is the presentation of each of them (by alphabetic order)

Christian Eugène

Prof. C. Eugène (UCL)Christian Eugène is born in Brussels, Belgium, in 1941. He received the degree of Electrical Engineer and the Doctoral degree (Ph.D.) in Applied Sciences from the Université catholique de Louvain (UCL), Louvain and Louvain-la-Neuve, Belgium in 1964 and 1976 respectively. He spent his complete academic career at the department of Electrical Engineering of UCL with the final position of full senior professor in charge of the Electrical Measurements laboratory of this department until he retired in 2006. His teaching domains concerned electrical measurements, sensors and instrumentation, photometry and lighting, general electrical engineering. His research activities focused on the general domain of intelligent sensors and instrumentation with emphasis on field data loggers, ambulatory biomedical monitoring, ultrasonic and structured lighting dimensional measurements. He wrote, alone or with co-authors, about 140 papers in scientific journals and proceedings of conferences.

From 1985 to 2006, he was responsible of the Engineers Continuing Education programmes at UCL and delegate to the UCL Continuing Education Council.

He is Belgian delegate to the IMEKO (International Measurement Confederation) General Council and to its TC4 (Measurement of Electrical Quantities) Committee. He is member of the Steering Committee of the IBE/BIV (Belgian Institute for Lighting) and member of the Belgian “Higher Council for Standardization”.


Leo Van Biesen

Prof. L. Van Biesen (VUB)Leo Van Biesen was born in Elsene, Belgium, on August 31, 1955. He received the degree of Electro-Mechanical Engineer from the Vrije Universiteit Brussel (VUB), Brussels in 1978, and the Doctoral degree (Ph.D.) from the same university in 1983.

Currently he is a full senior professor. He teaches courses on fundamental electricity, electrical measurement techniques, signal theory, computer-controlled measurement systems, telecommunication, underwater acoustics and Geographical Information Systems for sustainable development of environments. His current interests are signal theory, modern spectral estimators, time domain reflectometry, wireless local loops, xDSL technologies, underwater acoustics, and expert systems for intelligent instrumentation.

He has been chairman of IMEKO TC-7 from 1994-2000, President Elect of IMEKO for the period 2000-2003, President of IMEKO from 2004 to 2006, and the liaison Officer between the IEEE and IMEKO. He is presently chairman of the advisory board of IMEKO. He is also member of the board of FITCE Belgium and of USRSI Belgium.

 
Philippe Vanderbemden (President)

Prof. Ph. Vanderbemden (ULg)Philippe Vanderbemden was born in 1973. He received the M.Sc. degree in electrical engineering and the Ph.D. degree from the University of Liege (ULg), Liège, Belgium in 1995 and 1999, respectively. He was a Research Fellow and Postdoctoral Researcher with the Belgian National Fund for Scientific Research (FNRS).

He spent several research stays at the International Research Centre in Superconductivity, Cambridge University, Cambridge, UK (9 months) and at the National High Magnetic Field Laboratory, Tallahassee, USA (3 months). In 2003, he joined the academic staff of the ULg. He is currently a Professor in the Department of Electrical Engineering and Computer Science at University of Liege, where he is with the SUPRATECS research group. His research focuses on high-sensitivity electrical measurements geared toward electrical, thermal and magnetic characterization of high-temperature superconductors. His research interests include also the measurement of physical properties of magnetic materials and insulators. He is regular referee for international journals and member of advisory board of international conferences and workshops. He has 73 papers in refereed journals.

He is presently President of the BEMEKO association.
